The National Agency for Cadastre and Land Registration (ANCPI) is conducting systematic property registration in 2,331 administrative-territorial units (UAT) covering an area of 6.3 million hectares.
The works, carried out both at the level of the entire locality (in 509 UATs) and in cadastral sectors, are free for citizens and are part of the National Cadastre and Land Book Program (PNCCF). Funding comes from ANCPI's own revenues, non-reimbursable European funds through the Regional Operational Program (POR) 2014–2020, as well as from local budgets.
In November 2023, ANCPI, a public institution under the Ministry of Development, Public Works, and Administration (MDLPA), completed the full cadastre of ten communes.
As a result, the total number of UATs where systematic property registration works in the integrated cadastre and land book system have been completed has reached 214. ANCPI has also registered properties in 24,230 cadastral sectors. The total area of registered properties, free of charge for citizens, is 5,137,156.68 hectares.
Out of the 214 localities where systematic property registration works have been completed, six received co-financing (from ANCPI's own revenues and local authorities' budgets), and 93 communes were surveyed using European funds through the major project "Increasing the coverage and inclusion of the property registration system in rural areas of Romania."
In another 464 communes, systematic cadastral works are currently underway for the entire locality, with European funding through POR 2014-2020.
At the same time, out of the 9.54 million hectares of agricultural land that are the subject of subsidies granted by the Agency for Payments and Intervention in Agriculture (APIA), 7.36 million hectares (77%) have been registered in the integrated cadastre and land book system.
PNCCF aims to register, free of charge for citizens, all real estate (land and buildings) in Romania in the integrated cadastre and land book system. The program is funded from ANCPI's own revenues, European funds, and local budgets.
ANCPI is the beneficiary of the major project "Increasing the coverage and inclusion of the property registration system in rural areas of Romania," included in Priority Axis 11 of POR 2014-2020.
The project complements the objectives of PNCCF by carrying out systematic registration works for 5,758,314 hectares in 660 UATs located in rural areas of Romania.
The total value of the project is 312,891,155 euros, of which 265,957,482 euros are non-reimbursable external funds from the European Union, and 46,933,673 euros are co-financing from the state budget.
