The National Agency for Cadastre and Land Registration (ANCPI) continues the cadastre process with European funds until 2027. Law no. 338/2023 approving Government Emergency Ordinance no. 36/2023 regarding the general framework for closing the operational programs funded during the 2014-2020 programming period was published on Friday, November 10, 2023, in the Official Gazette of Romania no. 1025/2023.
According to the new regulations, the major project "Increasing the coverage and inclusion of the property registration system in rural areas of Romania," managed by ANCPI, a public institution under the Ministry of Development, Public Works, and Administration (MDLPA), will be phased.
Thus, according to Law no. 338/2023, starting from January 1, 2024, the project will continue to benefit from European funds, being included in the Operational Program Smart Growth, Digitalization, and Financial Instruments (POCIDIF) 2021-2027.
This legislative change allows the completion, with European funding, of systematic registration works initiated through the major project "Increasing the coverage and inclusion of the property registration system in rural areas of Romania," included in Priority Axis 11 of POR 2014-2020. This complements the objective of the National Cadastre and Land Book Program (PNCCF) by conducting systematic registration works for 5,758,314 hectares in 660 administrative-territorial units (UAT).
The total value of this project is 312,891,155 euros, of which 265,957,482 represents non-reimbursable external funds from the European Union, and 46,933,673 is co-financing from the state budget.
So far, through the major project, 83 communes have been completely cadastred. In another 474 UATs, systematic registration works are ongoing, and 92 are in the bidding procedure.
The main benefit of this legislative change is the free registration of all properties in the UATs included in the major project in the integrated cadastre and land book system, with European financing.
Furthermore, the continuation of this project with European funds contributes to the development of agriculture, infrastructure, real estate, and mortgages, providing certainty through the registration of properties in the integrated cadastre and land book system.
At the same time, the phasing of the major project contributes to creating optimal conditions for the implementation of regional and national development strategies and programs, as well as facilitating the implementation of national infrastructure investment projects. This requirement is necessary for accessing funds from other EU programs in the field of local infrastructure development (development of public utility networks and street networks, rehabilitation of public buildings, etc.), as well as in the areas of environment, social, and digitalization of services offered to citizens.
