The National Agency of Cadastre and Real Estate Publicity (ANCPI) is conducting systematic property registration work in the integrated cadastre and land register system, free of charge for citizens, in 2,375 administrative-territorial units (ATUs) out of a total of 3,181 ATUs.

Among these, funding for 478 of the ATUs is provided from non-repayable European funds through the Regional Operational Program (ROP) 2014 – 2020, while the work in the remaining ATUs is financed from ANCPI's own revenues.

ANCPI, a public institution under the Ministry of Development, Public Works, and Administration (MDLPA), has completed systematic property registration work across the entire localities in 200 ATUs, as well as in 23,582 cadastral sectors.

Out of these, 79 communes were cadastrated with European funds through the major project "Increasing the Coverage and Inclusion of the Property Registration System in Rural Areas of Romania," funded through ROP 2014 – 2020.

Thus, as of October 5, 2023, through the programs implemented, ANCPI has opened over 6.2 million new land registers, free of charge for citizens.

Out of the total 9.54 million hectares of agricultural land eligible for subsidies from the Agency for Payments and Intervention in Agriculture (APIA), 7.24 million hectares (76%) have been registered in the integrated cadastre and land register system.

The National Cadastre and Land Book Program (PNCCF) aims to register, free of charge for citizens, all properties (land and buildings) in Romania in the integrated cadastre and land register system. The program is funded from ANCPI's own revenues, European funds, and local municipality budgets.

ANCPI is the beneficiary of the major project "Increasing the Coverage and Inclusion of the Property Registration System in Rural Areas of Romania," included in Priority Axis 11 of ROP 2014-2020. The project complements the objectives of PNCCF by carrying out systematic registration work for 5,758,314 hectares in 660 rural ATUs in Romania.

The total value of the project is 312,891,155 euros, of which 265,957,482 euros represent non-repayable external funds from the European Union, and 46,933,673 euros are co-financing from the state budget.

More information regarding PNCCF is available on the ANCPI website at https://www.ancpi.ro/pnccf/.
