The Ministry of Development is opening the second funding application session for the National Program for the Consolidation of Buildings with High Seismic Risk. Beneficiaries can upload the required documents to access the funds provided on the digital platform investitii.mdlpa.ro.

The platform will be available to beneficiaries without a deadline for submission. Submitting funding requests does not entail committing the funds; they will be allocated after signing the financing contracts. The criteria for fund allocation will be approved by order issued by the Minister of Development, Public Works, and Administration.

"The development of a country cannot be achieved solely by reacting to crises or sporadic stimuli, investing only when something surprises or scares us. Considering that in the last 30 years, only 26 buildings have been consolidated with public funds, 19 of which are in the capital city, it was evident that a paradigm shift was needed in dealing with buildings at high seismic risk.

This change has occurred; we have a vision, we have funds, we have legislation. I encourage all mayors and officials from local and central administration to apply for funding because we have schools, hospitals, public buildings, and residential blocks that have been waiting for years to be part of the consolidation and anti-seismic rehabilitation process.

The safety of the people who live, work, or pass by these buildings daily is paramount, and the Ministry of Development is prepared to support the consolidation effort. The positive effects are not only aesthetic or structural but also economic and social in the long term," stated Minister Adrian-Ioan Veștea.

The allocated budget is 500 million lei in commitment credits, and an additional 3 billion lei has been requested in the budget rectification for signing the financing contracts.

If the funds from the state budget are insufficient to conclude the financing contracts, local public authorities can decide to finance the investments from local budgets or other legally constituted sources.

The Ministry of Development has been implementing the National Program for the Consolidation of Buildings with High Seismic Risk since 2023, and the financing covers 100% of the costs. In the period from January 3 to February 20, the first call for projects for the National Program for the Consolidation of Buildings with High Seismic Risk was opened, and funding requests were submitted for the seismic consolidation of 366 buildings.
