INS: The situation of issuing building permits

In November 2023, 2,700 permits for residential building construction were issued, marking a 10.1% decrease compared to October 2023 and a 15.1% decrease compared to November 2022.

During the period January 1 to November 30, 2023, a total of 32,096 permits for residential building construction were issued, reflecting a 21.7% decrease compared to the same period in 2022.

November 2023 compared to October 2023:

In November 2023, 2,700 permits for residential building construction were issued, representing a 10.1% decrease compared to October 2023. The total usable area covered by these permits was 632,991 square meters, indicating a decrease of 7.9%. Out of the total permits, 68.7% were for rural areas.

A notable decline in the number of building permits issued for residential construction was observed in November 2023 compared to the previous month (a decrease of 302 permits). This decline was reflected across all development regions: Northeast (-81 permits), Center (-74), South-Muntenia (-52), Bucharest-Ilfov (-46), Southwest Oltenia (-17), West (-16), Northwest (-14), and Southeast (-2).

In November 2023, 526 permits were issued for non-residential building construction, representing a 5.2% decrease compared to October 2023. The total usable area for these permits was 476,092 square meters, indicating a 34.9% increase. Compared to the previous month, November 2023 saw a growth in the usable area for non-residential building permits (an increase of 123,243 square meters).

This increase was observed in the following development regions: Southwest Oltenia (+137,344 square meters), Northeast (+32,550), Bucharest-Ilfov (+15,093), South-Muntenia (+11,934), and Southeast (+11,039). Decreases were recorded in the following development regions: Center (-49,248 square meters), Northwest (-28,524), and West (-6,945).

November 2023 compared to November 2022:

November 2023 showed a decrease both in the number of permits issued for residential building construction (-15.1%) and in the total usable area (-30.7%) compared to November 2022.

This decline in the number of permits issued for residential construction (-479 permits) was observed across all development regions: Northeast (-131 permits), Bucharest-Ilfov (-115), Southeast (-61), Northwest (-52), Southwest Oltenia (-41), South-Muntenia (-34), Center (-24), and West (-21).

Compared to November 2022, November 2023 witnessed a decrease in the number of permits issued for non-residential building construction (-4.2%) and an increase in the total usable area (+90.9%).

This increase in usable area for non-residential building permits (+226,678 square meters) was observed in the following development regions: Southwest Oltenia (+178,690 square meters), Northeast (+37,581), Center (+26,764), Southeast (+16,752), and South-Muntenia (+9,091).

Decreases were recorded in the following development regions: West (-22,342 square meters), Bucharest-Ilfov (-15,666), and Northwest (-4,192).
