The National Agency for Cadastre and Real Estate Publicity (ANCPI) is conducting systematic property registration works in the integrated cadastre and land registry system, free of charge for citizens, in 2,250 administrative-territorial units (UATs), out of a total of 3,181.
Funding for 522 of these UATs is provided by European funds, while the works in the other UATs are financed from ANCPI's own revenues.
ANCPI, a public institution under the Ministry of Development, Public Works, and Administration (MDLPA), has completed systematic property registration works at the entire locality level in 251 UATs, as well as in 26,556 cadastral sectors.
Of these, 126 communes were cadastrally registered using European funds, through the major project "Increasing the coverage and inclusion degree of the property registration system in rural areas of Romania."
Thus, by June 5, 2024, through the programs carried out, ANCPI has opened over 7.1 million new land books, free of charge for citizens.
Out of the total of 9.54 million hectares of agricultural land subject to subsidies from the Agency for Payments and Intervention in Agriculture (APIA), 7.70 million hectares (81%) have been registered in the integrated cadastre and land registry system.
The National Cadastre and Land Registry Program (PNCCF) aims to register all properties (land and buildings) in Romania in the integrated cadastre and land registry system free of charge for citizens. The program is financed from ANCPI's own revenues, European funds, and the local budgets of municipalities.
By December 2023, ANCPI was the beneficiary of the major project "Increasing the coverage and inclusion degree of the property registration system in rural areas of Romania," included in Priority Axis 11 of the 2014-2020 Regional Operational Program (ROP).
The project complemented the objective of the PNCCF by carrying out systematic registration works for 5,758,314 hectares in 660 UATs located in rural areas of Romania.
The total value of the project is 312,891,155 euros, of which 265,957,482 are non-reimbursable external funds from the European Union and 46,933,673 are co-financed by the state budget. The systematic property registration works funded by European funds will continue as the project has been phased, according to Law no. 338/2023.
Thus, the financing of systematic cadastre works with European funds is included in the Intelligent Growth, Digitalization, and Financial Instruments Program (PCIDIF) 2021-2027.
