The National Agency for Cadastre and Land Registration (ANCPI) is carrying out property registration works in the integrated cadastre and land registry system, free of charge for citizens, covering an area of over 6.3 million hectares, in 2,352 administrative-territorial units (ATUs).
Since the beginning of the year, ANCPI has issued over 239,922 new land registers. Funding is provided from ANCPI's own revenues, through the National Cadastre and Land Book Program (PNCCF), and from non-reimbursable European funds.
ANCPI, a public institution under the Ministry of Development, Public Works, and Administration (MDLPA), has completed systematic property registration works throughout the entire locality in 233 ATUs, out of a total of 3,181 ATUs, and in over 25,763 cadastral sectors, covering a total area of over 5.4 million hectares.
Of these, 110 communes have been cadastrated with European funds, through the major project "Increasing the Coverage and Inclusion of the Property Registration System in Rural Areas of Romania," financed through the 2014–2020 Regional Operational Program.
Thus, as of April 3, 2024, through the programs implemented, ANCPI has opened 6,860,544 new land registers.
Currently, cadastral works are underway at the entire ATU level in 577 localities, of which 538 communes benefit from European funds.
Out of the total of 9.54 million hectares of agricultural land that are subject to subsidies from the Agency for Payments and Intervention in Agriculture (APIA), 7.56 million hectares (79%) have been registered in the integrated cadastre and land registry system.
PNCCF aims to register, free of charge for citizens, all real estate properties (lands and buildings) in Romania in the integrated cadastre and land registry system. The program is financed from ANCPI's own revenues, European funds, and local budgets of municipalities.
Until December 2023, ANCPI was the beneficiary of the major project "Increasing the Coverage and Inclusion of the Property Registration System in Rural Areas of Romania," included in Priority Axis 11 of the 2014–2020 Regional Operational Program.
The project complemented the PNCCF objective by completing systematic registration works for 5,758,314 hectares in 660 rural ATUs in Romania.
The total value of the project is EUR 312,891,155, of which EUR 265,957,482 represents non-reimbursable external funds from the European Union, and EUR 46,933,673 - co-financing from the state budget. The realization of systematic property registration works with European funds will continue as the project has been phased according to Law no. 338/2023.
Thus, funding with European funds for systematic cadastral works is included in the Smart Growth, Digitalization, and Financial Instruments Program (PCIDIF) 2021-2027.
