The National Housing Agency (Agenția Națională pentru Locuințe or ANL), an institution under the authority of the Ministry of Development, Public Works, and Administration (Ministerul Dezvoltării, Lucrărilor Publice și Administrației or MDLPA), has officially received 20 rental apartments in the city of Roman, Neamț County. These apartments are intended for healthcare professionals.

The housing units, which consist of 2-room apartments, were constructed on Moldovei Street, with a structure comprising a ground floor and three additional floors (P+3E). The total investment value for this project was 4,185,196.95 lei, including VAT.

To date, within Neamț County, ANL has completed a total of 1,616 housing units under the program for constructing housing for young people. These units are located in various localities, including Roman (313), Piatra Neamț (927), Târgu Neamț (99), Bicaz (81), Roznov (20), Ion Creangă (32), Tarcău (18), Ceahlău (12), Girov (16), Pipirig (32), Tașca (24), Bodești (12), and Alexandru cel Bun (30).

The program for constructing rental housing for young people was initiated by ANL in 2001. The housing units are built on land provided by local public authorities, and the beneficiaries are young people between the ages of 18 and 35 who meet the legal requirements to access such housing.

Applications for these housing units are submitted to the local municipalities, which then compile distribution lists. The program also includes the construction of housing units for resident doctors, offering support to healthcare specialists whose incomes do not allow them to own or rent a property in the market conditions.

Currently, these young people's housing units can be acquired by tenants after a minimum one-year rental period. They can achieve this through monthly payments to local public authorities, by obtaining mortgage loans from authorized financial institutions, including with state guarantees, or by paying the full purchase price from their own resources.

The funding for this program is provided from the state budget, the budget of the Ministry of Development, Public Works, and Administration (MDLPA), local budgets, and other legally established sources.
