National Agency for Cadastre and Land Registration (ANCPI) is carrying out systematic property registration works in 2,307 administrative-territorial units (ATUs) covering an area of over 6.2 million hectares.
The works, conducted at both the entire locality level (in 498 ATUs) and cadastral sectors, are free of charge for citizens and are part of the National Cadastre and Land Registry Program (Programul Național de Cadastru și Carte Funciară - PNCCF).
The funding is provided from ANCPI's own revenues, non-reimbursable European funds, and local government budgets.
In 2023, ANCPI, a public institution under the Ministry of Development, Public Works, and Administration, completed the comprehensive registration of properties in 57 communes. The total number of ATUs where systematic property registration works have been completed in the integrated cadastre and land registry system has reached 225.
ANCPI has also recorded properties in 24,933 cadastral sectors. The total area of properties registered, free of charge for citizens, is 5,283,039 hectares.
Out of the 225 localities where property registration works have been completed, six received co-financing (from ANCPI's own revenues and local authorities' budgets), and 102 communes were surveyed with European funds through the major project "Increasing the Coverage and Inclusion of the Property Registration System in Rural Areas in Romania."
Furthermore, out of the 9.54 million hectares of agricultural land eligible for subsidies from the Agency for Payments and Intervention in Agriculture (Agenția de Plăți și Intervenție pentru Agricultură - APIA), 7.44 million hectares (78%) have been registered in the integrated cadastre and land registry system.
The PNCCF aims to register all properties (land and buildings) in Romania in the integrated cadastre and land registry system, free of charge for citizens. The program is funded from ANCPI's own revenues, European funds, and municipal budgets.
