The National Agency for Cadastre and Land Registration (ANCPI) is carrying out property registration works in the integrated cadastre and land book system, covering an area of over 5.7 million hectares across 1,773 administrative-territorial units (UATs).
Funding is provided from ANCPI's own revenues through the National Cadastre and Land Registration Program (PNCCF), from non-reimbursable European funds, as well as from municipal budgets. The land books are issued free of charge to citizens.
ANCPI, a public institution under the Ministry of Development, Public Works, and Administration (MDLPA), registered 63,208 properties free of charge for citizens in January of this year. As a result, systematic property registration works have been completed across entire localities in 298 UATs out of a total of 3,181 UATs, as well as in over 30,000 cadastral sectors, with a registered area exceeding 6.5 million hectares.
Of the 298 completed UATs and cadastral sectors, ANCPI co-financed systematic registration works contracted by local municipalities for 8 UATs and 283 cadastral sectors, covering an area of 52,200.17 hectares.
Additionally, through the major project "Increasing the Coverage and Inclusion of the Property Registration System in Rural Areas of Romania", funded under Priority Axis 11 of the 2014-2020 Regional Operational Program (ROP) and continued under the Smart Growth, Digitalization, and Financial Instruments Program 2021-2027 (PoCIDIF), 172 communes with over 1.4 million properties have been cadastrally registered using European funds.
Of the total 9.54 million hectares of agricultural land eligible for subsidies from the Agency for Payments and Intervention in Agriculture (APIA), 8.14 million hectares (85%) have been registered in the integrated cadastre and land book system.
Currently, cadastral works are being carried out across entire UATs in 509 communes, 472 of which benefit from European funding, as well as in over 23,000 cadastral sectors, covering a total of 2.1 million hectares.
The PNCCF aims to register, free of charge for citizens, all properties (land and buildings) in Romania into the integrated cadastre and land book system. The program is financed from ANCPI’s own revenues, European funds, and local municipal budgets.
ANCPI is the beneficiary of the major project "Increasing the Coverage and Inclusion of the Property Registration System in Rural Areas of Romania", which complements the PNCCF's objective by systematically registering 5,758,314 hectares across 660 UATs in rural areas of Romania. The total value of the project amounts to €312,891,155.
The major project was funded through the Regional Operational Program until December 2023 and was implemented in phases. Phase II of the project is currently financed under the Smart Growth, Digitalization, and Financial Instruments Program 2021-2027.
