Updating the seismic resistance standard: implications for the construction sector

The Ministry of Development, Public Works and Administration (MDLPA) announced in 2025 the update of Normative P100 regarding the seismic design of buildings, in the context of increasing seismic risks in the Vrancea area. The new version of the normative introduces additional requirements for public buildings, hospitals, schools, and critical infrastructure, as well as detailed criteria for the rehabilitation of existing structures.

According to specialists from the Technical University of Civil Engineering Bucharest (UTCB), the revision reflects the latest research on seismic hazards, as well as the European Commission’s recommendations in the field of building resilience. Builders and designers will be required to adopt more sophisticated calculation methods and use certified high-performance materials. Costs associated with the new requirements may rise by up to 8–10% per project, but are justified by the increased level of safety.

Implementation of the normative will become mandatory starting January 1, 2026, and local authorities are encouraged to begin training their technical staff in advance. European funds for seismic strengthening can be accessed in parallel through the REPowerEU component and other structural programs.
