ANCPI: Over 5.9 Million Hectares Under Systematic Registration – Free of Charge for Citizens

The National Agency for Cadastre and Land Registration (ANCPI) is currently carrying out systematic property registration works, free of charge for citizens, in the integrated cadastre and land book system, covering more than 5.9 million hectares across 1,584 administrative-territorial units (ATUs).

The project is funded from ANCPI’s own revenues through the National Cadastre and Land Book Program (PNCCF), from non-reimbursable EU funds, as well as from local authority budgets.

A public institution subordinated to the Ministry of Development, Public Works and Administration (MDLPA), ANCPI has already completed the systematic registration of properties in 315 ATUs and over 31,808 cadastral sectors, totaling more than 7.3 million hectares.

In March alone, systematic registration works funded through EU grants were finalized in 11 communes. In total, 187 localities with more than 2.2 million properties are being registered under the major project “Increasing Coverage and Inclusion of the Property Registration System in Rural Romania,” financed through Priority Axis 11 of the 2014–2020 Regional Operational Programme (ROP), and now continued under the Smart Growth, Digitalization, and Financial Instruments Programme 2021–2027 (PoCIDIF).

To date, ANCPI has opened over 8.4 million new land books, free of charge for property owners.

Out of the 9.54 million hectares of agricultural land eligible for subsidies from the Agency for Payments and Intervention in Agriculture (APIA), 8.23 million hectares (86%) have already been registered in the integrated cadastre and land book system.

Currently, systematic registration is ongoing in 490 communes, of which 456 benefit from EU funding.

About the National Cadastre and Land Book Program (PNCCF)

The PNCCF aims to register all real estate properties (land and buildings) in Romania, free of charge for citizens, in the integrated cadastre and land book system. The program is financed through ANCPI’s own revenues, EU grants, and local government budgets.

ANCPI is the beneficiary of the major project “Increasing Coverage and Inclusion of the Property Registration System in Rural Romania”, which complements the objectives of PNCCF by covering 5,758,314 hectares in 660 rural ATUs across Romania. The total value of the project is €312,891,155.

The project was funded through the Regional Operational Programme until December 2023, and was implemented in phases. Phase II is currently financed under the Smart Growth, Digitalization, and Financial Instruments Programme 2021–2027.
