Green Spaces Become a Key Component in Urban Construction Approvals

Outdoor landscaping, especially the development of green spaces, is becoming an essential component in the approval process for construction projects in major cities. Law No. 24/2007 on the regulation and management of green areas has been recently amended by Law No. 175/2024, which sets minimum vegetation requirements for building permits.

According to the new legislation, real estate developers are required to allocate at least 20% of the total built land area as green space with natural vegetation for residential projects. For commercial developments, the minimum percentage is 10%, while in high-density urban zones, the use of vertical gardens or green roofs is recommended.

The Ministry of Environment and local authorities are working together to digitalize urban planning documents and integrate green space monitoring through GIS systems. Municipalities such as Cluj-Napoca and Oradea are already applying these standards, attracting European funding for expanding green areas and redesigning urban environments.

These new regulations bring both challenges for builders and opportunities for companies specializing in landscaping and green infrastructure.
