Cement Market in Romania: Growth and Sustainability Challenges

Cement remains one of the essential materials in construction, and the Romanian market reflects global growth trends while also facing sustainability pressures. According to data from the National Institute of Statistics (INS), domestic cement consumption exceeded 9 million tons in 2024, up by 4% compared to the previous year.

Domestic production is dominated by a few major manufacturers, yet Romania continues to import around 1 million tons annually to meet demand. The average price of cement ranged between 450 and 520 RON/ton, depending on type and specifications, and specialists estimate a slight increase in 2025 due to rising energy costs.

A report by the European Cement Association shows that the sector must reduce CO₂ emissions by 40% by 2030. This requires investments in carbon capture technologies and in the production of green cement, with a reduced clinker content. In Romania, several companies have already announced pilot projects for alternative cements, incorporating slag and ash, which can reduce emissions by up to 30%.
