Construction Sector Opportunities through Romania’s National Recovery and Resilience Plan (NRRP) – Second Half of 2025
In the second half of 2025, several funding calls under Romania’s National Recovery and Resilience Plan (NRRP) are currently active or about to be launched, with direct relevance to the construction sector. The Ministry of Development and the Ministry of Energy have published updated schedules for interventions targeting public infrastructure and energy-efficient buildings.
Among the most notable funding lines are: Energy renovation of public buildings (Component 5), Construction of housing for young people and professionals in disadvantaged areas, Modernization of schools and kindergartens, and the digitalization of administrative processes related to urban planning and permitting.
The total value of the funds available exceeds €2.1 billion, with application deadlines ranging between August and November 2025. Eligible beneficiaries include local administrative units (UATs), county councils, central authorities, as well as public institutions that own or manage buildings with social, educational, or healthcare functions.
Contractors interested in projects financed through the NRRP are encouraged to regularly consult the official platform www.pnrr.gov.ro and the Electronic Public Procurement System (SEAP) for updates on procurement procedures. It is also strongly recommended to work with specialized consultants to anticipate technical requirements and eligibility criteria specific to each funding call.
