ANCPI Registers Over 8.6 Million Properties Free of Charge Through National and EU-Funded Programs
The National Agency for Cadastre and Real Estate Publicity (ANCPI) is currently carrying out systematic property registration works in 2,774 administrative-territorial units (ATUs) across Romania, covering an area of more than 5.6 million hectares.
The initiative is financed through ANCPI’s own revenues under the National Cadastre and Land Book Program (PNCCF), non-reimbursable European funds, and local government budgets. Land books are issued free of charge for citizens.
A public institution subordinated to the Ministry of Development, Public Works and Administration (MDLPA), ANCPI has completed full-scale cadastral registration works in 327 ATUs and 32,478 cadastral sectors, totaling nearly 7 million hectares.
Of these, 199 communes have received funding through the Regional Operational Program 2014–2020 (ROP) and the current Smart Growth, Digitalization and Financial Instruments Program 2021–2027 (PoCIDIF).
As a result, to date, over 2.3 million land books have been opened using EU funding, and more than 8.6 million new land books have been issued free of charge to citizens through all ANCPI programs.
Out of the 9.54 million hectares of agricultural land eligible for subsidies from the Agency for Payments and Intervention in Agriculture (APIA), a total of 8.37 million hectares (or 88%) have already been registered in the integrated cadastre and land book system.
Currently, systematic registration work is ongoing in 2,774 communes, with full coverage efforts underway in 478 ATUs, of which 444 are supported by European funding.
About the PNCCF
The National Cadastre and Land Book Program (PNCCF) aims to register all properties in Romania—land and buildings—free of charge for citizens in the integrated cadastral and land book system. The program is financed through ANCPI’s own revenues, EU structural funds, and local budgets.
ANCPI is also the beneficiary of the major national project “Increasing the Coverage and Inclusion of the Property Registration System in Rural Areas of Romania,” which complements the PNCCF by conducting systematic registration for 5,758,314 hectares in 660 rural ATUs. The total value of the project is €312,891,155.
This major project was financed until December 2023 through the Regional Operational Program, with its Phase II currently funded by the Smart Growth, Digitalization and Financial Instruments Program 2021–2027 (PoCIDIF).
