Ministry of Development to Improve the Certification System for Construction Experts and Energy Auditors

As part of its efforts to ensure the quality of the built environment and support citizens, investors, and local authorities, the Ministry of Development continues to improve the certification system for project verifiers, technical construction experts, and energy auditors.

“To facilitate access to certification exams across the country, we are resuming the organization of exams for project verifiers and experts nationwide,” announced Minister Cseke Attila.

Certification Session for Energy Auditors – Summer 2024

In collaboration with specialized universities, the Ministry will organize a certification session for energy auditors for buildings in June-July 2024. The certification process requires updates and optimizations, including digitalization of certain procedures.

Like previous sessions held between 2021 and 2023, MDLPA will conduct the decentralized certification exams simultaneously in six regional centers:

  • Bucharest
  • Brașov
  • Cluj
  • Constanța
  • Iași
  • Timișoara

This represents a change from last year when exams were held only in the capital.

Upcoming Reforms to the Certification Process

Building on insights from previous certification sessions, feedback from professional associations, examination committees, and candidates, the Ministry of Development aims to revise the certification procedure for project verifiers and technical experts by June 2024.

The new and improved certification session is planned for fall 2024.

Key Statistics on Certified Professionals (2021-2024)

Between 2021 and 2024, the Ministry organized four certification sessions for regulated professions, with around 8,000 construction specialists participating.

  • Project Verifiers
  • In 2020, there were 2,206 certified verifiers.
  • By 2024, the number had doubled to 4,370.
  • Technical Construction Experts
  • In 2020, there were 899 experts.
  • Since then, 632 more have been certified, bringing the total to 1,531 active experts.

Energy Auditors: Certification Resumption After Legislative Changes

Due to significant changes in the methodology for calculating building energy performance and updates to EU and national regulations, the certification of energy auditors was temporarily suspended until the new legislation came into effect.

  • The last certification session was held in 2021:
  • 148 candidates applied
  • 133 attended
  • 109 passed and received their certification
  • Currently, there are 1,718 certified energy auditors. Given the legal requirements for improving building energy performance, increasing the number of certified professionals is a priority.
