The National Company for the Management of Road Infrastructure (CNAIR), as the funding beneficiary, and the Ministry of Transport and Infrastructure, as the coordinator for reforms and/or investments for the National Recovery and Resilience Plan, have agreed upon the conclusion of Financing Contract No. 37 for the project "A8 Motorway, Targu Mures - Targu Neamt, Section III: Leghin - Targu Neamt" for the purpose of providing funding through the National Recovery and Resilience Plan, Component 4: Sustainable Transport.

General Objective

The general objective of the project is the need to improve and optimize the transport network considering the continuously increasing road traffic, enhancing regional connectivity, increasing population mobility, reducing the number of accidents, and decreasing travel times.

The new infrastructure will reduce the average travel time on the Targu Mures - Targu Neamt route by approximately 40%, and the average travel speed will increase by 47%.

Through project implementation, the road network will be developed by creating sustainable road infrastructure on the TEN-T Core network, providing a fast and safe connection between the Transylvania Motorway (Brasov - Borş) and the Pan-European Corridor IX (Bucharest-Focşani-Albiţa).

Specific Objectives of the Project

The project involves the construction of 29.912 kilometers of motorway with a 26.00-meter-wide platform, including 2 road junctions, 13 bridges, 8 passages, 2 viaducts, and 3 eco-passages.

The motorway alignment is equipped with Intelligent Transport Systems (ITS), with all information following a data collection flow to the Maintenance and Coordination Center, a center with dual functionality: winter intervention and communication with intelligent transport systems for timely warnings.

The total value of the project is 2,505,257,169.57 Romanian Lei, of which the value of European funds under the National Recovery and Resilience Plan is 899,571,533.56 Romanian Lei, the national public contribution is 1,209,189,590.00 Romanian Lei, and the associated VAT amounts to 396,496,046.01 Romanian Lei.

The project implementation period is from the date of signing the Financing Contract until December 31, 2026.
