Project Title: Transylvania Motorway – Section Nușfalău to Biharia, including the connecting road to Oradea Municipality

The Ministry of Transport and Infrastructure, acting as the Managing Authority for the Transport Programme 2021–2027, and the National Company for Road Infrastructure Administration S.A. (CNAIR), acting as the Beneficiary, have signed Funding Agreement No. 99/2025 for the implementation of the above-mentioned project.

General Objective

The main objective of the project is to support regional development by ensuring a modern road connection to Hungary, while also providing improved transit conditions for international traffic. The new link is expected to reduce travel time, vehicle operating costs, and exposure of local populations to air and noise pollution, thereby contributing to a better quality of life for residents living along the route.

Specific Objectives

The project involves the construction and development of the following:

  • 58.864 km of new motorway
  • 40 bridges and overpasses
  • 5 motorway interchanges
  • 3 viaducts
  • 2 parking areas
  • 1 support point
  • 1 Maintenance and Coordination Centre

Financial Details

  • Total project value: 4,173,859,076.19 RON
  • Non-reimbursable eligible funding from EU (ERDF): 1,399,360,711.15 RON (representing 40% of the total approved eligible value)
  • Beneficiary’s eligible co-financing (public co-financing – 60%): 2,099,041,066.73 RON

Implementation Timeline

The project must be fully implemented no later than December 31, 2029.
