Building Information Modeling (BIM) will become mandatory starting in 2026 for public projects valued at over €5 million, according to a draft order prepared by the Ministry of Development.
BIM integrates into a single digital platform all relevant project information—architecture, structure, installations, costs, execution phases, and maintenance. This approach significantly reduces errors, unforeseen costs, and on-site delays.
In Romania, only 18% of construction firms currently use BIM, and the transition requires investments in software (e.g., Revit, ArchiCAD, Navisworks), technical team training, and data integration with contracting authorities.
The Romanian Association for Digital Construction estimates that over 1,000 BIM specialists will be needed on the domestic market in the next two years. The main challenges are the lack of local standardization and reluctance to adopt the system.
At the same time, companies that adapt quickly gain competitiveness and priority access to public and EU funding. BIM is becoming not just an innovation, but a survival requirement in Romania’s large-scale construction sector.
