The issue of work execution quality remains one of the major vulnerabilities of the construction sector. According to a 2024 report by the State Inspectorate for Construction (ISC), over 38% of the inspected construction sites showed irregularities regarding compliance with technical standards. The most frequent violations include improper use of materials, lack of quality control, and non-compliance with approved technical designs.
In parallel, data provided by the Romanian Association of Construction Entrepreneurs (ARACO) indicates that pressure on execution deadlines and the shortage of qualified personnel encourage compromises in the quality of works. Especially in local infrastructure projects, there are frequent findings of undersized foundation works, non-compliant reinforcement elements, or poorly executed drainage systems.
The legislation provides clear sanctions, but their enforcement is often uneven. In 2023, the ISC imposed fines totaling over 12 million lei, yet the effectiveness of these measures remains limited in the absence of a coherent contractual accountability mechanism. Strengthening the inspection system, digitizing checks, and promoting a culture of quality construction are essential steps toward overcoming this systemic blockage.
