Industrial construction – demand increases, but pressures remain

Romania’s industrial construction sector is experiencing steady growth, driven by increasing demand from logistics, e-commerce, and the relocation of production facilities. According to Eurostat and INS data, more than 1.2 million m² of warehouses and industrial buildings were authorized in the first half of 2024, an 18% increase compared to the same period in 2023.

However, this expansion comes with significant challenges. Construction material prices remain volatile, and the shortage of skilled labor continues to affect completion deadlines. Additionally, environmental permits and energy-efficiency requirements are becoming increasingly strict, leading to additional investment needs for developers.

On the other hand, new European standards regarding the sustainability of industrial buildings are creating opportunities. Projects that include photovoltaic panels, water recovery systems, or high-performance insulation are becoming eligible for non-reimbursable financing through the PNRR or the Modernization Fund.

Investment in industrial infrastructure is becoming an important indicator of a region’s capacity to attract investors, especially in areas such as the West, South-Muntenia, and North-East. From a sustainable urban planning perspective, placing these facilities close to national roads and logistics hubs is essential for operational efficiency and reducing emissions.
