New Construction Quality Control Standards to Be Enforced Starting January 2025
Beginning in January 2025, the Romanian State Construction Inspectorate (ISC) will implement new quality control standards on construction sites, in accordance with Order No. 145/2024. These standards include more rigorous inspections during key execution phases and the digitalization of site records to ensure better traceability of construction works.
Under the new regulations, contractors will be required to maintain electronic records of materials used, quality tests performed, and technical approvals obtained. According to ISC data, in 2024 more than 30% of inspected sites were sanctioned for non-compliance related to execution or documentation. The objective of the new measures is to reduce these irregularities and increase public confidence in the construction sector.
The law also mandates ISO 9001 certification for all companies involved in public infrastructure projects, a requirement expected to raise quality standards across the entire civil and industrial construction ecosystem.
