Emergency Ordinance 58/2024 will allow FNGCIMM to issue the necessary agreements for the refinancing of loans under the Prima Casă / Noua Casă Program.

By adopting the Emergency Ordinance, FNGCIMM is mandated to issue the necessary agreements for refinancing loans contracted under the Prima Casă / Noua Casă Program. Thus, this type of loan can be refinanced through other financing instruments, except for other loans granted under the Program.

"Through these legislative measures, we aim to support program beneficiaries and facilitate their access to advantageous refinancing options. It is an important step to simplify administrative processes and provide concrete support to those who wish to optimize their financial conditions," stated Dumitru Nancu, General Director, FNGCIMM.

The legislative amendment aims to simplify procedures by reducing bureaucracy and waiting times for program beneficiaries. FNGCIMM has been implementing the Prima Casă Program, continued with the Noua Casă program, since 2009.

Refinancing will be approved by FNGCIMM by temporarily lifting the encumbrance restriction on the housing purchased or built under the Program to allow for the registration of a new mortgage in favor of the credit institution granting the refinancing, provided the guaranteed loan under the Program is fully paid off.
