In the context of accelerated urbanisation, the concept of sustainable development is becoming central to infrastructure and construction projects. According to Eurostat data (2024), over 72% of the European Union’s population lives in urban areas, which increases pressure on resources and highlights the need for responsible building policies.

Romania has begun integrating sustainability requirements into local policies, particularly in urban regeneration projects. Programmes financed through PNRR and POCU 2021–2027 include components related to energy efficiency, the use of recyclable materials and the reduction of carbon footprint. In 2024, the Ministry of Development announced the launch of 50 pilot projects for green neighbourhoods in medium-sized cities.

In the civil construction segment, Romanian companies are gradually adopting BREEAM and LEED standards, and public administrations are increasingly requesting sustainability audits. According to INS, investments in low-energy buildings grew by 19% in 2023 compared with the previous year.

Sustainability is no longer an option, but a strategic obligation for developers, authorities and builders. In an urban ecosystem undergoing rapid transformation, only projects grounded in ecological responsibility and efficiency will remain relevant in the long term.
