Behind major infrastructure projects lies a rarely discussed link: mineral aggregates. Gravel, ballast, and crushed stone are essential materials for roads, railways, hydrotechnical works, and civil construction. According to European data from the extractive sector, aggregates represent the most widely used solid material in construction, exceeding in volume any other mineral resource.

In Romania, the increase in investments through the NRRP and the 2021–2027 Cohesion Policy programs has boosted demand for aggregates. However, the process of authorizing quarries and ballast pits remains complex and time-consuming. Obtaining environmental permits, exploitation licenses, and local authorizations can take years, while public projects operate under strict execution deadlines.

The structural deficit does not necessarily mean a lack of geological resources, but rather administrative bottlenecks and limited authorized extraction capacity. The consequence is higher long-distance transport costs and pressure on the final price of works. In road infrastructure, aggregates can account for a significant share of the cost of the road structure, and price volatility affects contractual budgets.

At a strategic level, the issue of mineral aggregates directly influences the competitiveness of the construction sector. Without integrated planning among authorities, developers, and extractive operators, infrastructure projects risk delays and budget adjustments.
