Romania: Rising Demand for Thermal Insulation Systems

According to an analysis by the Romanian Construction Materials Producers’ Association (PMMC), demand for thermal insulation systems (expanded polystyrene, mineral wool, PIR boards) increased by 7.6% in the first eight months of 2025. The growth is driven by energy efficiency programs for public buildings as well as thermal rehabilitation works in new residential developments.

In Bucharest-Ilfov, Cluj, and Iași counties, volumes rose by more than 10%. However, PMMC highlights a shortage of skilled labor for insulation system installation and uneven quality of works on smaller construction sites. Producers warn that without technical awareness campaigns and strict on-site inspections, the real efficiency of these solutions could be compromised.

Looking ahead, the outlook for 2026 remains positive, supported by continued PNRR funding and compliance with EU energy efficiency obligations for buildings.
