The national online permitting platform (e-Construcții), implemented by the Ministry of Development, becomes mandatory for all administrative-territorial units with more than 20,000 inhabitants.
According to the Ministry of Development, Public Works and Administration (MDLPA), the system allows for fully digital submission of documentation, real-time monitoring of approvals, and automatic issuance of urban planning certificates. The stated goal is to reduce bureaucracy and ensure transparency in the permitting process, which in 2024 recorded an average duration of over 90 days, according to the report of the Court of Accounts.
However, implementation remains uneven. Some municipalities lack the necessary IT infrastructure or face difficulties in training personnel. Professional training programs and funding through the National Recovery and Resilience Plan (PNRR) nonetheless provide substantial support for the digital transition, and by the end of 2025, it is estimated that over 70% of permits will be managed entirely digitally.
