Digitalization of building permits – a step forward towards administrative efficiency

The digitalization of construction permits is becoming a priority within Romania’s public administration. In the context of reforms under the National Recovery and Resilience Plan (PNRR) and the requirements for reducing bureaucracy, the Ministry of Development launched in 2025 the national e-Urbanism platform, which allows the online submission of documentation for building permits and urban planning certificates.

According to the Ministry of Agriculture and Rural Development (MADR) and the Ministry of Development, Public Works and Administration (MDRAP), the average time for issuing a permit has decreased by 30% in the counties where the system has already been implemented (Cluj, Ilfov, Brașov). Moreover, the number of appeals related to incomplete documentation has been reduced by 45%, according to an interim report by the World Bank from May 2025.

The platform offers the possibility to view urban planning regulations, receive real-time notifications, and access standardized document templates. These functionalities increase transparency and significantly reduce the need for direct interaction with physical service counters.

In parallel, the digitalization project is supported by local initiatives. For example, the Oradea City Hall has already implemented its own system, interoperable with the national platform, reducing the processing time for complex documentation to under 20 days. Other cities, such as Sibiu and Constanța, are expected to enter the pilot phase by the end of the year.

Digitalization means not only efficiency but also compliance with European requirements for digital governance. Between 2025 and 2027, Romania must align over 80% of local administrative processes with EU standards. The construction sector is among the most affected — and at the same time, the best prepared to benefit from this transition.
