The National Platform for the Digital Issuance of Construction Permits (PNAC), developed by the Ministry of Development, Public Works and Administration (MDLPA) in collaboration with the Special Telecommunications Service (STS), reached partial implementation in 2025 across more than 30 counties. According to official data provided by the ministry, approximately 60% of urban municipalities are already interconnected with the system.
Through this platform, citizens, architects, and developers can submit the required documentation online, monitor the approval process, and receive the permit in digital format. The average time required to obtain a construction permit has been reduced from 60–90 days to 20–30 days in pilot counties such as Cluj, Iași, and Brașov.
According to the Order of Architects of Romania (OAR), the main challenges relate to the digitalization of local archives, the training of administrative staff, and compatibility with the GIS systems of each local authority (UAT). Full implementation is estimated by the end of 2026, with the platform co-financed through the National Recovery and Resilience Plan (PNRR) with over €20 million.
