Digitalization in urban planning: the state of online authorization in Romania

According to an update published by the Romanian Authority for Digitalization (ADR), by the end of September 2025, only 17 counties had fully implemented digital platforms for submitting and tracking building permit applications. The e-Construcții platform, launched in 2023, is operational in most county-seat municipalities, yet integration with the databases of the National Agency for Cadastre and Land Registration (ANCPI), the Ministry of Culture, and other permitting institutions remains only partial.

Among the counties with advanced levels of digitalization are Sibiu, Bihor, and Constanța. In these areas, the average processing time for urban planning documentation has decreased from 28 to 9 days. However, the lack of interoperability between platforms and the reluctance of some civil servants to adopt the new systems continue to slow down nationwide progress.

Urban planning experts and business representatives are calling for clear regulations and continuous training for technical staff in local administrations, so that digitalization can become an efficient and predictable tool for developers.
