The Ministry of Development, Public Works and Administration (MDLPA) resumed discussions in 2025 on the digitalization of construction permitting processes — a necessary step to reduce bureaucracy and support strategic investments.
According to an official statement issued by the ministry, work is underway to interconnect the Ghișeul Unic and e-Construct platforms, as well as to integrate them with the databases of the State Inspectorate for Construction.
According to Eurostat data, Romania is among the EU countries with the longest delays in issuing construction permits for public projects, with an average processing time of over 120 days. Digitalization could reduce this timeframe by up to 40%, according to estimates by the World Bank in its 2024 report on public administration efficiency in Central and Eastern Europe.
MDLPA representatives estimate that by the end of 2025, most city halls in county capitals will have full access to the electronic permitting system — a development that would mark a paradigm shift in the relationship between public administration and the construction sector.
