Energy efficiency in new buildings: obligations and opportunities in 2025

According to Law No. 101/2020 on the energy performance of buildings, starting in 2025 all new constructions in Romania must comply with the nZEB standard (nearly Zero Energy Buildings). This standard requires an almost zero energy consumption, largely compensated by renewable energy sources.

Data published by the Ministry of Development show that in 2024 only 38% of new construction projects were certified as compliant with nZEB standards, while the number of accredited energy auditors remains below the necessary level. For developers, implementing these requirements involves higher initial costs but brings long-term benefits through tax incentives and increased property value.

At the same time, the Environmental Fund supports investment through programs such as Casa Verde Plus, which promote high-performance insulation, photovoltaic panels, and heat recovery ventilation systems. Compliance with these obligations is monitored by the State Inspectorate for Construction (ISC), which plans to intensify inspections in 2025.
