The modernization of public buildings for energy efficiency is a strategic priority in Romania, supported by European directives and financing programs such as PNRR and POIM. The goal is to achieve near-zero energy consumption (nZEB) by 2030 for all newly built or renovated public institutions.
According to official data, over 80% of public buildings in Romania are energy inefficient. Rehabilitation projects include full thermal insulation, modernization of heating systems, integration of photovoltaic panels, and smart control systems.
The total amount allocated through PNRR for energy efficiency is approximately €2.2 billion, with financing guidelines imposing strict conditions on energy performance indicators.
Improving energy efficiency brings direct benefits: lower utility costs, enhanced thermal comfort, and reduced CO₂ emissions. In this way, public institutions become examples of best practices in Romania’s energy transition.
