Evaluation of major infrastructure projects in the PNRR in quarter 3/2025

According to the interim report published by the Ministry of Investments and European Projects (MIPE) in September 2025, the progress of major infrastructure projects financed through the NRRP varies significantly across sectors. By the end of Q3 2025, only 42% of road infrastructure projects had reached a physical execution rate above 50%, while in the education sector the figure rose to 63%.

Among the projects considered delayed are the Cluj metropolitan beltway, the A8 Târgu Mureș – Târgu Neamț motorway segment, and the modernization of the Bucharest North – Jilava railway infrastructure. The main causes identified include procurement bottlenecks, the absence of environmental permits, and the limited administrative capacity of contracting authorities.

MIPE recommends accelerating reforms to simplify the procurement process and strengthening partnerships with local authorities. It is estimated that without urgent measures, Romania risks losing up to €3 billion from NRRP allocations by the end of 2026.
