Evolution of the cement market in Romania: production, consumption and trends

The cement industry in Romania plays a crucial role in the construction sector, serving as a barometer for the entire economy. According to Eurostat data, Romania’s cement production reached approximately 8.6 million tons in 2024, representing a 3% increase compared to the previous year. Domestic consumption remained high, at around 7.9 million tons, driven by infrastructure projects financed through the PNRR and regional programs.

Cement prices fluctuated between 480 and 520 lei/ton, depending on the region and type of packaging, being influenced by energy and transport costs. Specialists estimate that in the coming years, investments in cement plants will focus on reducing CO₂ emissions through the introduction of co-processing technologies and the use of alternative fuels.

A report by the European Cement Association (CEMBUREAU) shows that by 2030, the main objective of Romanian producers will be to reduce carbon intensity by at least 30%. This requires the modernization of production lines and the adoption of advanced technologies such as carbon capture and storage (CCS). In addition, there is a growing demand for cement with mineral additives, which can reduce environmental impact without affecting mechanical strength.
