The Ministry of Development recently announced new PNRR funding sessions for energy rehabilitation in the residential and public sectors, covering the years 2025–2026. The total available budget amounts to €1.3 billion, distributed in semi-annual tranches for administrative-territorial units and homeowners’ associations.
Eligibility criteria include: reducing energy consumption by at least 30%, using sustainable materials, installing smart control equipment, and implementing renewable energy production solutions. Additional points are granted for the integration of photovoltaic panels and heat pumps.
According to MDLPA data, more than 1,800 projects were approved in 2024, most of them targeting the insulation of apartment blocks built before 1989. In 2025, the focus will extend to public buildings such as schools, hospitals, and town halls.
The Applicant’s Guide has been published on the official website and sets clear deadlines: Session I begins in October 2025, with the submission deadline in December. Collaboration with companies specialized in energy auditing and consultancy is essential for obtaining the maximum score.
