Over 1,350 Energy-Efficient Housing Projects Approved Under Romania’s PNRR “Renovation Wave”

The Ministry of Development announced that by the end of September 2025, more than 1,350 funding applications had been approved for the construction of energy-efficient multi-family housing under the PNRR – Component 5: Renovation Wave. The total value of the approved projects exceeds 950 million lei, with most concentrated in highly urbanized counties such as Ilfov, Cluj, Brașov, and Iași.

The main implementation challenges include excessive bureaucracy in the authorization process, a shortage of specialized construction labor, and delays in launching design and execution tenders. Additionally, many smaller projects face difficulties in meeting the technical energy-efficiency criteria required by the PNRR guidelines.

The Ministry is currently working on simplifying the application guidelines and preparing a second round of funding for the 2026–2027 period. According to World Bank assessments, Romania has the potential to build or renovate over 25,000 housing units by 2030, with an estimated 30% reduction in CO₂ emissions in urban areas.
