In 2025, calls for projects aimed at increasing the energy efficiency of buildings remain one of the priorities of the national investment policy, supported through funding from the National Recovery and Resilience Plan (PNRR). According to the Ministry of Development, by the third quarter of the year, more than 1,200 projects had been submitted nationwide, of which 760 received funding, with a total value exceeding 2.5 billion lei.
Most projects target the thermal rehabilitation of residential blocks, educational institutions, and administrative buildings. The selection criteria include reducing energy consumption by at least 30%, using renewable energy sources, and complying with nZEB (Nearly Zero Energy Building) standards.
According to data from the European Commission, Romania ranks 7th in the EU in terms of the total value of approved investments in building energy efficiency under the PNRR. The impact of these projects is significant: an average decrease of 35% in final energy consumption, a reduction of approximately 280,000 tons of CO₂ per year, and substantial budget savings for local authorities.
The success of the 2025 calls indicates a clear trend toward professionalization in project preparation, as well as the ongoing need for technical consultancy and institutional support. Energy efficiency is becoming not only an environmental objective but also a strategy for economic sustainability in the public construction sector.
