The Government has established the prioritization criteria for the "Anghel Saligny" Program in 2026

The Government has approved, at the proposal of the Ministry of Development, a normative act establishing the prioritization mechanism for transfer requests under the national investment program “Anghel Saligny” for 2026.

The measure maintains the prioritization structure applied in 2025 and aims to ensure the efficient use of funds and the acceleration of projects already under implementation.

The allocation of funds is as follows:

  • 45% for water supply and sewerage projects (1,408 objectives),
  • 30% for natural gas distribution systems (283 objectives),
  • 25% for road infrastructure – roads and bridges (2,683 objectives).

Within each investment area, priority is given to advanced projects:

  • 50% of the funds are allocated to projects for which more than 80% of the contract value has already been transferred,
  • 30% to projects with an implementation level between 40% and 80%,
  • 20% to projects in early stages.

Requests will be approved in the chronological order of their registration with the Ministry of Development. The prioritization criteria do not apply to 263 objectives belonging to counties, county-seat municipalities, and the sectors of Bucharest, which are required to ensure a 20% co-financing of the amounts requested from the state budget in 2026.

According to Minister Cseke Attila, the new rules ensure clear and fair prioritization, particularly supporting advanced projects and the responsible use of public funds.
