CNAIR Signs Financing Contract for Underground Pedestrian Passage in Nicolae Bălcescu, Bacău County

Bucharest, November 24, 2023 – The National Company for Road Infrastructure Administration S.A. (CNAIR), as the Beneficiary, together with the Ministry of Transport and Infrastructure, as the coordinator of reforms and/or investments under Romania’s National Recovery and Resilience Plan (NRRP), has signed Financing Contract no. 39 for the project titled:

"Preparation of Feasibility Study and Design for Construction Authorization for the Investment Objective: Construction of an Underground Pedestrian Passage on DN2, km 277+616, in Nicolae Bălcescu, Bacău County."

The project is part of the National Recovery and Resilience Plan – Pillar 1: Transition to a Green Economy, Component C4: Sustainable Transport, Reform R1 – Sustainable Transport, Decarbonization, and Road Safety / Investment I3 – Development of Sustainable Road Infrastructure on the TEN-T Network, Road Charging, Traffic Management, and Road Safety.

Project Objectives

  • General Objective: To enhance road safety by reducing the number of traffic accidents in the area of DN2, km 277+616, in Nicolae Bălcescu.
  • Specific Objective: To improve travel conditions and reduce congestion by streamlining traffic flow at DN2, km 277+616, in Nicolae Bălcescu.

Implementation Phases

The project will be implemented in two stages:

  1. Stage I – Feasibility Study (including technical expertise) to be completed within 90 days from the issuance of the Notice to Proceed for the Feasibility Study by the Beneficiary.
  2. Stage II – Design for Construction Authorization (PAC) to be completed within 60 days from the issuance of the Notice to Proceed for the PAC by the Beneficiary.

Project Budget

According to Financing Contract no. 39/24.11.2023, the total project value amounts to 417,678.60 lei, structured as follows:

  • European funding under the NRRP: 0 lei
  • National contribution: 350,990.42 lei
  • VAT: 66,688.18 lei
