Construction Authorizations – May 2025

In May 2025, a total of 3,364 building permits were issued for residential buildings, marking a 7.1% increase compared to April 2025 and a 10.3% increase compared to May 2024.

January–May 2025 (YTD Overview)

Between January 1 and May 31, 2025, a total of 14,134 residential building permits were issued, reflecting a 0.6% increase compared to the same period in 2024.

May 2025 vs. April 2025

In May 2025:

• 3,364 residential building permits were issued, up 7.1% from April 2025.
• The total usable floor area was 752,850 sqm, a 14.1% increase.
• Of the total residential permits, 70.9% were issued in rural areas.

At the territorial level, the increase of 224 permits month-over-month was reflected in the following development regions:

• North-East: +52 permits
• Center and Bucharest–Ilfov: +46 each
• South-West Oltenia: +45
• South Muntenia: +29
• West: +4
• South-East: +2
• North-West: No change

For non-residential buildings:

• 576 permits were issued, up 13.6% from April 2025.
• The total usable floor area reached 354,163 sqm, a 29.8% increase (+81,339 sqm).

Territorial breakdown of increases in usable floor area for non-residential permits:

• North-East: +83,757 sqm
• West: +20,488 sqm
• South Muntenia: +5,879 sqm

Decreases were recorded in:

• South-East: –10,139 sqm
• Bucharest–Ilfov: –9,056 sqm
• South-West Oltenia: –5,986 sqm
• Center: –2,486 sqm
• North-West: –1,118 sqm

May 2025 vs. May 2024

Compared to May 2024:

• The number of residential building permits increased by 10.3% (+314 permits).
• The total usable floor area rose by 7.8%.

For non-residential buildings, May 2025 saw:

• A 11.6% increase in permits issued
• A 36.1% rise in total usable floor area (+94,009 sqm)
