Housing Construction in Romania: Trends and Decrease in New Homes in 2024

In 2024, a total of 60,787 homes were completed, marking a decrease of 10,667 homes compared to 2023. In the fourth quarter of 2024, 18,475 homes were handed over for use, a drop of 2,986 homes compared to the same period in 2023.

In the fourth quarter of 2024, most of the homes were built in urban areas, representing 58.0% of the total. This shows a continued preference for urban residential developments despite the overall decline.

Distribution by Funding Sources

In the fourth quarter of 2024, the distribution of completed homes by funding sources revealed that both private sector-funded homes and public sector-funded homes saw a decrease. Specifically, the number of private sector-funded homes fell by 2,904 homes, while public sector-funded homes decreased by 82 homes compared to the fourth quarter of 2023.

Regional Distribution

Comparing the fourth quarter of 2024 to the same period in 2023, all regions of development saw a drop in the number of completed homes, as follows:

  • Bucharest-Ilfov: -863 homes
  • South-East: -551 homes
  • South-West Oltenia: -415 homes
  • Centre: -396 homes
  • North-East: -285 homes
  • West: -205 homes
  • North-West: -140 homes
  • South-Muntenia: -131 homes

2024 vs 2023: Overall Yearly Trends

In 2024, 60,787 homes were completed, a decrease of 10,667 homes compared to 2023. When breaking down the residential areas by environment, the data reveals a growth in rural home completions (from 39.0% in 2023 to 43.0% in 2024) and a decrease in urban home completions (from 61.0% in 2023 to 57.0% in 2024).
