Local investments in urban infrastructure in 2025: between priorities and bottlenecks

According to an analysis published by the Ministry of Development in August 2025, nearly 60% of the funds allocated for the modernization of local urban infrastructure have been contracted, but only 34% of works had been completed by the end of the second quarter. The areas with the highest absorption rates are Cluj, Brașov, and Timiș counties, where projects on urban mobility, smart lighting, and thermal rehabilitation have progressed by up to 80%. By contrast, in southern and eastern Romania, many municipalities report delays caused by blocked tenders and labor shortages.

The report highlights an urgent need for digitalization in the management of local public projects and for the professionalization of technical departments within city halls. According to the same source, more than 70% of investments in urban infrastructure are co-financed by European funds (PNRR, Regional Program 2021–2027), and delays risk affecting implementation deadlines and triggering financial corrections.
