At the proposal of the Ministry of Development, Public Works, and Administration (MDLPA), the Government approved the technical and economic indicators for the construction of a multifunctional arena, whose beneficiary will be the Dinamo Bucharest Sports Club.

In addition to the stadium, the objective will include complementary spaces for sports (boxing halls with three rings, weightlifting, judo, wrestling, gymnastics, fitness, and fencing), changing rooms, and related spaces for staff, accommodations, spectators, press, TV transmissions, storage, and other technical spaces related to the maintenance of the building, sanitary facilities, and facilities for people with locomotor disabilities.

The stadium arena will have 25,059 seats, and the stadium will be sized in accordance with the applicable requirements through UEFA accreditation regulations for level 4, meeting even higher standards.

The project also envisages the creation of an exhibition space, which will host cultural events, temporary exhibitions, as well as a permanent exhibition showcasing the club's trophies, and a heliport for SMURD aircraft landings, with access to the Floreasca Emergency Clinical Hospital.

The total floor area of the arena is 66,716 square meters, with a construction duration of 25 months, and the total investment value is estimated at 854,573,000 lei (827,893,000 lei funded by MDLPA through the National Program for Public or Social Interest Constructions carried out by the National Investment Company, and 26,680,000 lei funded by the Ministry of Internal Affairs through the Dinamo Bucharest Sports Club).
