According to the Ministry of Development, starting January 1, 2026, all public construction projects exceeding €10 million will be required to implement real-time digital monitoring systems. The measure is part of Romania’s commitments under the National Recovery and Resilience Plan (NRRP) to promote digital governance and greater transparency in project execution.
The monitoring systems will include fixed video cameras, physical progress sensors, and applications integrated with the State Construction Inspectorate. The goal is to reduce delays, fraud, and quality issues that frequently occur during the execution phase. According to Eurostat, Romania recorded one of the highest rates of contract deadline overruns in public works — 32% in 2022.
At present, only 8% of public projects in Romania use smart construction solutions. Authorities believe that by making such systems mandatory, a real, data-driven monitoring base will be established — allowing faster interventions and accurate, real-time decision-making.
Implementation will be mandatory for all projects financed through the NRRP and other EU funds, as stipulated in the Implementation Guide published by the Ministry of Development (2024). An estimated 127 projects are expected to fall under the new rule in 2026.
