In August 2025, the Ministry of Development, Public Works and Administration (MDLPA) published for public consultation the draft law for the transposition of Directive (EU) 2023/1791 on the energy efficiency of buildings. The new regulation stipulates that, starting in 2028, all new public buildings must be nearly zero-emission (nZEB), and from 2030 this requirement will extend to all new buildings in Romania.
The law also introduces the mandatory energy audit for buildings with an area of over 2,000 sqm, as well as the gradual implementation of energy passports for residential buildings. Among the encouraged measures are the installation of photovoltaic systems, heat pumps, and passive thermal insulation solutions.
According to MDLPA, Romania’s building stock accounts for approximately 36% of total energy consumption, and these measures are essential for meeting the targets assumed through the NRRP and the European Green Deal. The estimated impact is a 20% reduction in energy consumption by 2030 in the residential and public sectors.
