NZEB norms – accelerated implementation in new construction projects in Romania

Starting in January 2025, all new buildings in Romania must comply with the NZEB (Nearly Zero Energy Building) standard, according to Order No. 386/2024 issued by the Ministry of Development. This means that new buildings must have almost zero energy consumption and rely primarily on energy from renewable sources.

According to the annual report of INCD URBAN-INCERC (June 2025), approximately 60% of new residential projects and 35% of new commercial projects already meet NZEB requirements. In addition, data provided by the National Agency for Energy Efficiency (ANRE) show a 20% increase in demand for heat pumps and photovoltaic panels in the construction sector compared to 2023.

The MDLPA, together with the Technical University of Civil Engineering Bucharest, is implementing a training program for specialists involved in design and energy auditing, to support the transition toward NZEB standards.
