The New Spatial Planning Code: the impact on urban projects

Entering into force in September 2025, the new Territorial Planning, Urbanism and Construction Code (CATUC) introduces major changes in urban planning and development. The main amendments concern simplified procedures for approving Zonal Urban Plans (PUZs), limiting urban planning exemptions, and introducing the principle of mandatory sustainable development.

For construction projects exceeding 1,000 sqm, documentation must include urban impact studies and solutions for integration into the existing urban fabric. The new regulations also require additional approvals from environmental and urban transport authorities, with legally mandated response deadlines.

Investors are encouraged to collaborate with local administrations from the concept stage. According to the Ministry of Development, the new rules aim to reduce ambiguities and strengthen public control over territorial development.

In the coming months, an adjustment period is expected for ongoing projects to comply with the new legal framework. Local authorities will receive methodological guidelines to ensure uniform application of the provisions.
