Starting in 2025, the energy efficiency standards imposed at the European Union level will become more stringent under the new version of the Energy Performance of Buildings Directive (EPBD). As an EU member state, Romania is required to transpose these provisions into national legislation, and the impact on the construction sector is significant.
According to the Ministry of Development, Public Works and Administration (MDLPA), new residential and non-residential buildings must comply with strict criteria for nearly zero-energy consumption (nZEB), including the use of heat recovery ventilation systems, heat pumps, and superior thermal insulation. The requirements also include the integration of renewable energy sources covering at least 30% of the estimated energy demand.
In addition, extended energy audit requirements will be introduced for existing buildings, particularly public and commercial ones. Authorities have announced more frequent inspections and the possibility of sanctions for developers who fail to meet the standards. In 2025, the Environmental Fund will offer new financing lines for energy renovation projects, particularly through the Green House and Renovation Wave (PNRR) programs.
